Even though this is an old thread reborn (and hey I like answering PLEX queries), here's a copy pasta of a reply I posted in a thread last week that pretty much covers what's been asked, and what's not quite been answered, in this thread:
If your account is expired and you have a PLEX in the Redeeming system (the window on the character selection that you open by clicking the giftbox icon) then you can go to account management, click reactivate and the PLEX you have in the redeeming system will show up as a payment option that you can use.
If you don't have the PLEX in the redeeming system, so it's just an item in your assets in game, then you would need to contact Customer Support who can put it into the Redeeming System for you to use like I explained above.
If your account expires before you can do any of that, then you can also contact Customer Support and at their discretion they can give you enough game time to log in (and if you have one on another account - time to exchange the PLEX between characters) and then use it to extend your game time.
Some FYI as well: You can right click on a PLEX in game and select the Apply 30 day pilots license to extend your game time before the account expires. If you use PLEX a lot for game time and don't always remember to apply it in game before your time runs out, it might be a good idea to keep one or two in the redeeming system to use when the account is expired (you can right click a PLEX in game and select the Return to Redeem Items to put it back into the redeeming system).

I'm going to assume you mean the PLEX is on another account that is active, then yes you would need to petition to get the expired account temporarily activated so you could transfer the PLEX from the active account to the one that needs to be extended.

Well I can definitely clarify that for you now - Customer Support intervention is not needed in the scenario where you have left a PLEX in the Redeeming System to use in case you forgot to apply one before your account expired.
KaarBaak is correct - The ability to transfer PLEX from an active account that has the PLEX in its Redeeming System to an expired account is what you're looking for. That's not possible at the moment, but that's not to say we won't add that feature in, in the future :)
Oh and don't forget that you can purchase PLEX in Account Management on an expired account and those will then be available for you to use shortly thereafter to reactivate!

If do you notice anything strange about your billing or there's something you have concerns about - please don't hesitate to log into the Support website to file a billing petition (or alternatively file a petition in game). That's the best way to get your particular issue resolved :)
